随着我国社会治理重心下沉,城乡社区逐渐成为社会治理的着力点,与此同时,现有城乡社区治理标准面临难以满足城乡社区治理现代化新需求的严峻挑战,亟需构建城乡社区治理标准体系。本文旨在开展城乡社区治理标准体系的发展战略研究,分析了当前我国城乡社区治理发展的标准化需求,梳理了国内外与城乡社区治理相关的标准体系发展现状,凝练了我国城乡社区治理标准化发展存在的问题,研究提出了我国城乡社区治理标准体系的初步架构方案及重点发展方向,涵盖总体、社区基础设施、社区信息化平台、社区自治、社区管理、社区服务6 个方面。结合新时代城乡社区治理重点和短板,本文从加强标准化顶层设计、开展试点示范、注重多方参与、坚持城乡统筹、加强人才培养5 个方面提出了对策建议。
FULL TIME-SPACE GOVERNANCE STRATEGY AND TECHNOLOGY FOR CROPLAND NON-POINT POLLUTION CONTROL IN CHINA

Ensuring food safety while reducing agricultural non-point source pollution is quite challenging, especially in developing and underdeveloped countries. Effective systematic strategies and comprehensive technologies need to be developed for agricultural non-point source pollution control at the watershed scale to improve surface water quality. In this review, a proposal is made for a full time-space governance strategy that prioritizes source management followed by endpoint water pollution control. The 4R chain technology system is specifically reviewed, including source reduction, process retention, nutrient reuse and water restoration. The 4R chain technology system with the full time-space governance strategy was applied at the scale of an administrative village and proved to be a feasible solution for reducing agricultural non-point source pollution in China. In the future, a monitoring system needs to be established to trace N and P transport. Additionally, new smart fertilizer and intelligent equipment need to be developed, and relevant governance standards and supportive policies need to be set to enhance the efficacy of agricultural non-point source pollution control.

The trans-regional characteristics of watershed governance produce more problems beyond the capacity of each individual water-related department, leading to the fragmentation of watershed management. The River Chief System (RCS) has experienced swift developments over the past decade in China by appointing the local government heads as river chiefs. RCS works efficiently in the short-term due to its superiority in the inclusion of clear responsibility, authority, and multi-sectoral collaboration. However, the characteristics of the authority-based vertical coordination of the hierarchical system remain unchanged, and therefore the problems of organizational logic and the responsibility dilemma still exist. Tasks including perfecting of laws, integrated watershed management, and public participation still need to be completed. RCS reflects the routine and characteristics of the migration of national governance, and as such provides new insights for other developing countries in the design of river management systems.

能源革命是实现能源系统与经济社会、生态环境协调发展的重要途径,能源战略对国家和地区能源革命进程的推进具有重大影响。本文提出了一种用于能源战略分析的“SEGO”系统分析方法,从能源挑战、能源系统、能源治理和能源市场4个要素及其关系出发,对全球能源转型及我国能源革命战略进行了系统分析。研究表明,全球面临能源公平、能源安全和能源绿色化多重能源挑战,且缺乏强有力的全球能源治理,导致全球能源系统转型总体较为缓慢,中国被期望在推动全球能源系统转型中起到更加积极主动的作用;我国的能源可持续发展逐步推进,在能源革命过程中面临能源系统集成等挑战,但政治意愿坚定,有效推动了能源转型,实现了少耗能、少排放。研究建议,我国能源革命应从经济社会、生态环境的全景视角下,做好能源发展的全局系统优化和全程精细管控,尤其做好不同类型能源网络之间共建、共享、共调的深度协同,加速能源新技术、新产业的颠覆式创新。

区域性问题的解决依赖于同区域内各个地方政府之间的协同合作,而秦巴山脉区域内的多头治理以及政府间缺乏政策协调的现状,已经明显制约了区域经济建设、生态保护的可持续发展。针对秦巴山脉区域内各地方政府目前协同合作中表现出的缺乏系统规划和全局思路、合作程度较浅以及合作领域较窄等问题,本文阐述了组织间合作网络理论,分析了长江流域综合治理的成功经验,据此提出了构建秦巴山脉区域三级协同治理体系的总体思路。研究建议:进一步加强秦巴山脉区域的统筹规划、在国家层面设立专门机构来落实协同治理的“协调人”角色、发挥区域性重点建设工程对协同治理的引领和实践作用、推动区域内地方政府间的人员交流和换位思考。相关研究可为秦巴山脉区域建立区域政府协同治理机制、提高政府治理水平提供参考。

卫星导航建设风险链条长、关联行业多、涉及主体广、牵涉利益多,加之国内国际特征存在差异性,在管理上具有较强的系统性、较高的复杂性;在推进国家治理体系与治理能力现代化的背景下,积极探索现代化管理体制与发展模式是提高卫星导航现代化管理质效、确保卫星导航事业持续稳定发展的必然要求。本文立足历史与现实、理论与实践等多个层面,梳理和总结了中国卫星导航系统在“三步走”发展战略实践中形成的管理经验,剖析了在新发展阶段卫星导航系统建设管理所面临的挑战,论证提出了中国卫星导航建设现代化管理的发展目标以及需统筹处理的要素关系。研究建议,从卫星导航领导体制、管理体制、法治体系、应用产业体系、科技创新体系、战略人才培养、国际化发展机制等方面同步发力,切实提升卫星导航建设现代化管理水平,为中国卫星导航系统高质量发展提供有力支撑。
